This is how the works:

Step 1 - Pull the tape out and wrap it around the place of which you are measuring.

Step 2 - Slide the cylindrical plastic end peice into the holder (as is shown in the photo).

Step 3 - Press and hold the button until the tape has retracted completely.

You can see that by holding the button down, the degree of tension is determined by the internal mechanism and NOT by how tightly you are holding the tape (which will be highly variable each time).  Therefore you will obtain more accurate results each and every time!

Plus, the design of the  allows for very easy use when you are measuring yourself.  This is especially easy around the shoulders and arms - getting a standard tape into just the right place can be a tedious task!
